When you fish, the system evaluates:

1. Your Fishing skill
2. Your pole's Fishing Attributes (if using the upgraded pole)
3. Optional bait type and hook type
4. Deep water requirements for certain outcomes
5. Mutation tables (special outcomes that replace normal fish)

As your skill increases, higher-tier outcomes become possible and more frequent.
